Sounds like you want to Minja, but you're not sure about it. I have a Minja on an alt, about 17 mil SP, prof 5 NK, and it is hard as f**k... but I've never had this much fun in a long time. I started as a Min logi, worked my way into heavy, and scout was just so freaking hard. But it's good because it requires you to see the battlefield in a completely new way, and play entirely different from what you may be used to. It renewed my interest in the game for me, to be perfectly honest.
Also, getting NK kills are the best. I mean, seriously, I cackle maniaclly when I get one, to the point where my squadmates think I'm a lunatic. But no joke, it takes a metric crapton of practice to do it on a consistent basis. The key for me is that I had to force myself to use them, to think of them as a primary weapon, rather than backup. I failed pretty regularly whenever I fit any kind of rifle or smg, because I would always revert back to my gun when in trouble, instead of running away or finding another angle of attack. So I created a ZN-28 fitting only -- no backup weapon at all -- and no extenders or plates of any kind. Precision enhancers and dampers only.
So I ran around with that for a couple weeks, and my perspective changed entirely. I eventually settled on using a scram pistol also, because you want to be able to quickly flip R1 if you are holding a charge and want to release, but dont want your prey to hear the nk go off.
Anyway, its been a blast for me. Cal heavy is a good choice too, even if you already have Amarr, because Cal is the best for forge gunning, in my opinion. Snipers have a hard time with you on towers because of the shield recharge speed, and you can fill the highs with damage modes. I dont even bother trying to run a forge on my Amarr suits anymore.

Yeah I have been hearing ScP are good on scouts if you get headshots. I like your story. However I do really well with a forge on my Amarr, as long as there isn't more than one dropship attacking me Yeah, the Scp pistol & NK combo is a good one, for me anyway. I had two big problems with NKs at the start. The first was, I would sneak up on somebody, then think, "well, I can just shoot him in the back and be done with it"... then when I did, he'd whip around and melt me before I could finish him off; where if I had tried for the NK kill, it would have been a OHK.
The second was, I'd get in position, charge my NK, then all of a sudden my prey would be off running somewhere, and since you can't run with a charge, you'd have to let it go, and that sound alerted him to your presence. So it became important to fill the second weapon slot, but not with any weapon I would find preferable to NKs, otherwise I would revert back to gunning instead of slicing and dicing. So Scp it was... and only later on did I realize how good it was for defending yourself up close. They are good complimentary weapons, also because they require the same kind of aiming skill.
Re: Cal heavies and forging, Amarr is suitable, but Cal is infinitely better. Heavy forgers are always sniper bait, and the Cal has two main defences against that -- the short shield recharge delay, and the defense bonus against blaster weapons, which sniper rifles, some tank turrets, and incidentally shotguns are classed as, providing a bit more protection from shotgun scouts.
Either is a great choice.

So i know what im talking. But again with minmatar you will run and hack objectives while killing people on the way. 2damps +cloak for minmatar will allow to hide from cal, but you will lose speed. Its good that cal gets dampening bonus. If thier scan role is taken so damp is on place. They can even reduce scan range if it will be needed but at the moment its perfect. I tried running kin cats on my min scout, but it just didn't seem as effective. Being fast is good, but if you are seen, what's the point?
Here's what I discovered when playing scout (non-tanked, obviously): If you are seen, you are dead. So don't been seen.
My .02 isk, YMMV. I'm sure there's some mercs that have been able to make it work, but I haven't found way. I run all dampers on lows except at proto, where the third slot I throw a kin cat on.
